Tasks and functions of the Sessions Affairs Directorate

The Sessions Affairs Directorate Specializes in documentary tasks related to the outcomes of the meetings of the Shura Council and the National Assembly, namely: the preparation of minutes of meetings, resolutions of the sessions, the recording of the discussions, the annual report of the works of the Shura Council, and quarterly statistical report of the Council. The Directorate is also responsible for preparing the agendas of the meetings for the Shura Council and the National Assembly, As follows:


First: The Shura Council:

1. Preparing the agendas of meetings for the Council after receiving drafts from the competent authority of the Office of the Secretary-General, and then sends them to the concerned authorities at the Council for distribution to the members of the Council and related bodies.

2. Keeping and archiving agendas of meetings.

3. Attend meetings of the Council for follow-up and coordination with regard to the work of the directorate.

4. Prepare and maintain the resolutions of the Council's meetings, and send them to the competent authorities at the Council for distribution to members of the Council and concerned bodies.

5. Prepare minutes of meetings of the sessions, and send them to the competent authorities at the Council for distribution to the members of the Council and concerned bodies.

6. Follow-up procedures for ratification of the minutes of meetings.

7. Keeping and archiving the original minutes of meetings after ratification.

8. Sending the certified copies of minutes of meetings to the competent authorities in the Council for distribution to the official bodies: (the royal Court, Crown Prince's Court, the representatives council, the Ministry of Information for publication in the Official Gazette) in addition to a copy on a CD for the Ministry of Information only.

9. Sending an electronic copy of the approved minutes of meetings to the Directorate of Information Technology at the Council to place them on the website of the Council.

10. Preparing a "Record of Council discussions" concerning draft laws, general budgets and final accounts, motions, decrees by laws, and questions addressed to the Ministers.

11. Sending copies of the monthly record of the discussions to the competent authorities at the Council for distribution to the members of the Council and concerned bodies.

12. Preparing and issuing the annual report of the Council.

13. Preparing and issuing a statistical report on the work of the Council for each legislative term.

14. Overseeing the process of electing Council's Vice Chairmen at the beginning of each session.

15. Photocopying, packaging and binding the publications of the Directorate, namely: (sessions' minutes of meetings, decisions and agendas), and make some copies to the CDs.

16. Meeting all the needs of the Secretariat concerning Photocopying.

17. Cooperating and coordinating with the Council's various sections in relation to exchange of information and publications.


Second: The National Assembly:

Same functions and tasks are applicable for the national assembly with respect to the meetings of the Shura Council, with the exception of overseeing the election of the Vice Chairmen of the Council, preparing Council's annual report, and preparing quarterly statistical report of the Council.

The Directorate is also documenting the incidents of the opening ceremony of the National Assembly, and also do a coverage on the work of the National Assembly, in a separate chapter, within the annual report of the Shura Council.

The Sessions Affairs Directorate consists of two sections: Sessions Affairs Section and Minutes and printing Section:

1 - Sessions Affairs Directorate:

The tasks and functions of the section are as follows:


First: The Shura Council:
 
1. Preparing the agendas of meetings, after receiving their drafts and attachments, from the section of general record and council's bureau affairs which follow the office of the Secretary General, including their annexes, according to the order of agenda items, after ensuring its completeness and integrity. Subsequently, sending them to the Printing Unit under the Section of Minutes and printing, to copy them in preparation for distribution to the members of the Council and concerned bodies.

2. Keeping and archiving agendas of meetings in accordance with the legislative sessions.

3. Preparing and overseeing the process of electing the Vice Chairmen of the Council at the beginning of each session, as follows:
- Preparation of the ballot boxes.
- Preparation of voting and counting forms.
- Handing the cards to His Excellency Secretary-General to count the votes publicly, and recording the results in the related forms.
- Announcing the results by His Excellency the Chairman of the Council.

4. Noting down the results of the vote during the meeting, concerning the preparation of resolutions.

5. Preparing and maintaining the resolutions taken by the Council after each meeting, and send them to the printing unit at the Section of minutes and printing, to copy them in preparation for distribution to the members of the Council and other concerned bodies.

6. Preparing a "Record of Council discussions" concerning draft laws, general budgets and final accounts, motions, decrees by laws, and questions addressed to the Ministers. It contains the following data: name of the topic, proposed by, the concerned Committee, the referral date, discussion sessions, and the Council resolution.

7. Sending copies of the recorded discussions monthly to the printing unit for photocopying in preparation for distribution to the members of the Council and the concerned bodies.

8. Preparation of the annual report:
- Develop a plan for the report, namely:


- Identify subject matter, sections and chapters.
- Strengthen the content of the report by including statistical tables, charts, photographs and supplements.
- Include in the report the council's recorded discussions.
- Include in the report an introduction and index.
- Gather the material of the report from its approved sources at the Council.
- Drafting the facts, notes and data of the report.
- Correct the report literally and linguistically.
- Overseeing the issuance of the report.

9. Preparing the statistical report of the Council for each legislative session, and oversee its issuance.

Second: The National Assembly:

Same functions and tasks are applicable for the national assembly with respect to the meetings of the Shura Council, with the exception of overseeing the election of the Vice Chairmen of the Council, preparing Council's annual report, and preparing quarterly statistical report of the Council.

The section also covers the work of the National Assembly in a separate section within the annual report of the Shura Council.

2 - Minutes and Printing Section:
The tasks and functions of the section are as follows:

First: The Shura Council:

A – The Minutes Unit: 

1. Follow the technical aspects of the meetings of the Council in terms of:

- Noting down the names of ministers and the names and positions of representatives of official bodies.
- Noting down the names of speakers respectively.
- Noting down the results of each voting during the meeting.
 
2. Prepare minutes of meetings, including the following:

 
- Audio recording: Follow-up electronically the recording of sessions on various documents, in coordination with the Department of Information Technology.
 
- Unloading and printing: unloading audio documents into written documents.

- Comparison: re-hear the audio document to make sure it complies with the written document.

- Primary Correction: correct the written documents objectively, linguistically and the printing in terms of grammars and spelling.

- A catalogue of speakers' statements.

- A catalogue of topics.

- Preparation of minutes supplements: it includes the committees reports which were agreed to be inserted in the Minutes.

- The issuance of initial Minutes: It is a draft of the minutes before the final corrections, which is circulated to officials at the Council: (His Excellency the Chairman of the Council, His Excellency Secretary-General, the Legal Advisor, Director of Minutes and Printing Directorate, and the section manager) to take their comments into account.


- Final Corrections: are articulated in the following steps:
- Each employee and individually makes corrections to the Minutes.
- Agreeing on the corrections made after clearing it up and revision.
- Carry out the corrections and make sure they took place.
- The issuance of Final Minutes: It is a draft of the minutes after the final correction, and will be sent to the printing unit to copy it in preparation for distribution to the members of the Council and concerned bodies.

3. Follow-up the procedures for ratification of the Minutes, as follows:

- Corrections by Members that are raised at each meeting.

- Sending the corrected Minutes to His Excellency the Chairman of the Council and His Excellency Secretary-General for approval and signature.

4. Sending copies of the approved minutes of meetings to the Chairman's Office and the Office of the Secretary-General to be sent to the official bodies: (the Royal Court, Crown Prince's Court, the representatives council, the Ministry of Information for publication in the Official Gazette) in addition to a copy on a CD for the Ministry of Information only.

5. Sending an electronic copy of the approved minutes of meeting to the Directorate of Information Technology at the Council to place them on the website of the Council.

6. Keeping and archiving the original minutes after ratification.

B - The printing Unit:

1 - Photocopying and packaging agendas of meetings.
2 - Photocopying and packaging minutes of meetings.
3 - Photocopying the resolutions of the sessions.
4 - Copy the previous versions on CD.
5 - Sending the aforementioned materials to the concerned authorities at the Council for distribution to the members of the Council and concerned bodies.
6 - Meeting the needs of the directorates and sections of the general Secretariat concerning Photocopying.


Second: The National Assembly:
 
Same functions and tasks are applicable for the national assembly with respect to the meetings of the Shura Council. The Directorate is also documenting the incidents of the opening ceremony of the National Assembly
