Definition:
It is specialized library composed of all printed information such as (periodicals books, publishing of ministries and governments, documentations, and others), unprinted information such as ( library automation program, specialized information rule, compact CD, video tapes, microfilms and others) . In addition of automatic research for the library's contents and research by using network.
Establishment
The new concept of Library of Consultative and Representative Councils was established on 1st September 2002. It initiated with the convenant, constitution authorizing and new monarch reformation.
Both utilities in Consultative and Representative Councils have been intended to establish common library that serve both councils with their members, parliamentarians and researchers outside the councils. The library has been provided all the requirements needed for modern library. In 2005, area of 150m2 was specified to the library as independent building in order to be used easily by interested of both councils.
Aims:
- Contributing in deepings the parliamentary, political cultures and other cultures to the members of Consultative and Representative Councils through supporting books, documentation, periodicals, and brochures specified to political and legislative parliamentary acts.
- Defining the achievement of legislative power.
- Reinforcing and supporting the decisions of parliamentary through electronic and printed scientific materials provided by the library for all parliamentary fields.
- Reinforcing other sides of culture and supporting the library by all the references needed.
The role of parliamentary library
- Providing library services as well as documentation, publication services in libraries fields, in addition of simplifying scientific research for researchers by publishing indexes, and preamble reading places to the visitors, students and others.
- Defining the parliamentary product, achievement of legislative power for both Consultative and Representative Councils by providing brochures and exchange it through inscription, participating in international and local exhibition of books and through special conferences in library.
- Cooperating with local library, library of universities, parliamentary library, Arabic and global scientific institution, and other parliamentary library in the world to provide offer electronic and printed scientific materials to all fields specially the political and legislative parliamentary acts.
Contents of the library
• The library involves different contents of printed and electronic groups. It is between political, law books and jurisprudence, legislative and administration books. Also, it offers a number of general and specialized periodicals titles such as Human Science, Cultural, and Islamic. In addition of weekly periodicals.
• Important contents such as references, documentations, encyclopedias, dictionaries, reports, researches, local , Arabic and foreign magazines, tapes, CD…. and other information and database for example:
- Automatic library program for information.
- Database of Arabic Legislative Network Encyclopedia.
- Database of Gulf for Strategic Studies Center.
- Automatic program for the space of United State.
Also, there is sound and audio unit, which television unit with (CD) appliance has been constructed recently. In addition of floppy disks, video tapes, print and copy appliances. The library has (6) computers for the researchers and visitors outside the councils. It provides free electronic research to the professional outside both utilities.
The library department:
A- General books department contain:
General knowledge books, Psychology, Religions, Social Science (especially Law, Legislative, Administration, Political books), also books from some theoretical, scientific, historical, and biography sciences. In addition of a number of Literatures, Language and Art books.
B- References contain:
1) Publishing, clipping and reports yearly for Consultative Council.
2) Publishing, clipping and reports yearly for Representative Council.
3) Clipping, works tables and pervious reports for Consultative Council through ten roles.
4) Different authors about kingdom of Bahrain.
5) Publishing and report yearly for the ministries of Kingdom.
6) Gulf, Arabic and foreign parliamentarians publishing.
7) Encyclopedias, dictionaries and general knowledge.
8) Specialized, General periodicals and formal newspaper in Kingdom of Bahrain.
9) Law personal libraries
10) Different references of knowledge that have one copy.
C- Automatic research and (information technology) contain:
1) Database of Arabic Legislative Network.
2) Database of Gulf for Strategic Studies Center.
3) Six computers are provided in the library for the researcher in order to research in the content of the library and by using network.
4) Database for the space of United State.
D- Daily news, Arabic, local and photocopy
The interested can read the daily news, local, Gulf, Arabic and foreign.
Direct services
1- Borrowing services:
Allow both services internal borrowing (all interested), external borrowing (for members) to borrow (2-10) books one times according to the type of membership for period of (15-30) days according to the category of membership, this borrow can be renew only if the book is not reserved from another person.
2- Reference and instructional services:
The library instruct the users, defines its content and services, the reference is easily used by visitors, in addition of answering inquires whether personally or by telephone, mail, e-mail or fax.
3- Reserve service:
The library provides reserve material or book service when the book is returned from the pervious borrower. Automatic reserve service will be done soon and direct to the members for the categories (1) and (2) and the interested.
4- Photocopy service:
The users will make copies for the materials that are not allowed to be borrowed such as references, periodicals, formal newspaper by filling the request material form, also to copy the books that have one copy, or the document that needed by the member or parliamentarian for special purposes.
5- Current informs service:
The library informs the members of the latest materials after entering the information and completing the indexes in the program as follows:
a- Publishing monthly addition:
It composed all the materials and books that provided to the library and send it to all the professionals and researchers members by internal mail.
b- Train the parliamentarians, members, consultants and the staff of both councils in how to use the program of the library.
c- Cooperate with the university to train the qualified students for (3 months).
d- Provide different consultation service to under construction libraries and assist them in order to develop and gave them the chance to look at the program of the library for example:
- Staff in the Civil Service Bureau.
- Staff in the Ministry of Social Development.
